Hallelujah! It seems that some mild tweaking of the TCP protocol on the XP Media box (that I operate) yields results in terms of streaming (using MS Player 9) Continuing Legal Education. There is some mild choppiness remaining in the stream, but it seems that so long as my DSL rates test at least at 180 mbps down, then I should get good streaming.
